With over 25 years working as tour guide for me, April to Oct is the best time to visit Hanoi, Ninhbinh & Halong bay because the sunshine make these places so so so much more wonderful than any other time. The heat doesn't matter in Halong bay where it is always cool. However, sometimes there are typhoons in July. The rainy season is in July & August, but the rain does not affect your trip to Hanoi - Halong bay - Ninhbinh. It normally rains in late afternoon and at night.
